font-size: 16px;">四、采取競爭性談判方式，在密封報價的基礎(chǔ)上，進行一輪或多輪談判；</span></strong></p><p style="line-height: 1.75em;"><strong><span style="font-family: 微軟雅黑, "Microsoft YaHei"; font-size: 16px;">五、成交原則：質(zhì)量和服務(wù)均能滿足競爭性談判文件的實質(zhì)要求且報價最低的原則進行確定。</span></strong></p><p style="line-height: 1.75em;"><strong><span style="font-family: 微軟雅黑, "Microsoft YaHei"; font-size: 16px;">六、競爭性談判申請人資格：</span></strong></p><p style="text-indent: 2em; line-height: 1.75em;"><span style="font-family: 微軟雅黑, "Microsoft YaHei"; font-size: 16px;">（一）具有獨立承擔(dān)民事責(zé)任的能力； </span></p><p style="text-indent: 2em; line-height: 1.75em;"><span style="font-family: 微軟雅黑, "Microsoft YaHei"; font-size: 16px;">（二）具有良好的商業(yè)信譽和健全的財務(wù)會計制度；</span></p><p style="text-indent: 2em; line-height: 1.75em;"><span style="font-family: 微軟雅黑, "Microsoft YaHei"; font-size: 16px;">（三）具有履行合同所必需的設(shè)備和專業(yè)技術(shù)能力；</span></p><p style="text-indent: 2em; line-height: 1.75em;"><span style="font-family: 微軟雅黑, "Microsoft YaHei"; font-size: 16px;">（四）具有依法繳納稅收和社會保障資金的良好記錄；</span></p><p style="text-indent: 2em; line-height: 1.75em;"><span style="font-family: 微軟雅黑, "Microsoft YaHei"; font-size: 16px;">（五）參加本次采購活動前三年內(nèi)，在經(jīng)營活動中沒有重大違法違規(guī)記錄；</span></p><p style="text-indent: 2em; line-height: 1.75em;"><span style="font-family: 微軟雅黑, "Microsoft YaHei";
